Another state technology project is delayed

Madison, Wis. - The state of Wisconsin, already beset by cost overruns and project delays on information technology projects, will in December miss a fourth deadline for switching on the first phase of a new computer system to run the state 's prisons, according to a report in the Wisconsin State Journal.

The $25 million project, which is described as ambitious and complicated, will be at least 18 months behind schedule in its opening stage, which was to be completed in June of 2007. Three more stages will follow, the report said.

Under the project, the state will replace four computer systems that track 23,000 prisoners and some former prisoners released on probation or parole. Some of the systems are 25 years old.

Since there is a fixed cost contained in the contact, there will be no contractual cost overruns, but there will be extra state dollars spent on Department of Corrections staff members working on the project.

Through October, the state spent at least $3.2 million for those state workers' salaries, but since the project's staff costs were never estimated, officials can`t say if that's over budget.

It's terrible to see these projects continuing to be mismanaged and tax dollars wasted. What a shame!

I hope these problems are remembered during the next election. Neither the Governor, nor his party will be getting my vote for allowing this waste to continue. That’s a promise I will keep. I’m sure other will join me in sharing the same voice of disgust.

Here we go again. This time, the project comes from Mr. Anderson's former agency. Evidently, the contract was let under his watch. Nice dodge on the state employees though.

I think it is time for the Legislature to seriously consider creating a permanent staff to oversee the executive's management of all IT projects. Apportion the funds to proceed based upon provable, documented milestones just like the commercial world does.

One reason this project is taking so long is that they are moving applications off the mainframe. You have to read through the propoganda, the new system (expensive client server), replaces 4 software systems that run on one platform (1 mainframe system). One thing I might add is that the journal's stories regarding DOA/DET are not accurate. They are just not asking the right or very good questions, and the answers you may notice are not very informative. That's how you know something else is up. Read the last sentence in the article, clearly management does not even know what employees are working on. Like I've said before, managers run wild.
