Wisconsin's $22.7 million voter registration system not up to par

Madison, Wis. — The voter registration software system that Wisconsin set up to comply with 2002 federal legislation is still not working properly, the Legislative Audit Bureau has found.

The system is supposed to electronically scan voter lists and exclude ineligible voters such as felons, the deceased, and non-residents. It did not do so in the 2006 general election and 2007 spring election, forcing officials to use paper lists, and the audit bureau believes it will not work in the 2008 spring primary, either.

The state is considering legal action against Accenture, which developed the $22.7 million system – comparatively, the Elections Board budget for 2003-04 was $1.5 million.
