Clean Energy Wisconsin sets up grants & loans for alternative energy

Madison, Wis. - A new program of grants and loans for alternative energy development is part of a new energy policy outlined by Gov. Jim Doyle.

Doyle formally launched Clean Energy Wisconsin, which he characterized as a comprehensive strategy to promote renewable energy, increase energy security, and improve the environment.

The initiative features several overall goals, some of which already have been established. They include generating 25 percent of electricity and 25 percent of the fuels for cars and trucks from renewable sources by the year 2025, and capturing 10 percent of the market share for renewable energy and bioproducts.

It also establishes targeted investments in new energy supplies, including $15 million annually in grants and loans for businesses and researchers to develop alternative energy as part of the Wisconsin Energy Independence Fund.

Does this override county government (such as Eau Claire County) decison to not permit wind energy?
